As miners encroach on Tolowa territory, tensions mount between Tolowa and the settlers. As the settler population increases, Tolowa experience illegal land seizures, loss of food sources, and overhunting, and personal and tribal safety are jeopardized as posses of settlers attack communities, leading to a series of uprisings by the Tolowa (Douthit, 2002).
